i have a budget on 1300usd and this pc costs like 1200 in my country (with everything) and im trying to find any way to low the price so i can get better quality gaming.

i play: cs go, gta 5, metal gear.....etc

Looks good overall.
As for gaming performance, you´d get more bang for your buck by choosing a cheaper i5 core that can´t be overclocked and use the savings to go for a GTX 970 videocard.

In that case, a cpu cooler isn´t strictly necessary, but it does make your rig more silent, which always is a good thing.
PSU could be chosen better, you can probably get a gold certified XFX psu at 600-650 watts for the same price with better ripple supression and tighter voltage control. The CX series from Corsair hasn´t the best reputation.

The cpu cooler is only necessary if you want to overclock. It´s still a nice addition as I mentioned, because the stock cooler isn´t particular silent, but not necessary at all. Once you hear music or play games, you wont notice it much.

As for PSU, you want a psu that has tight voltage regulation and a good ripple supression. Think of it as the heart of the pc, it pumps the electricity out to all the parts, and if it doesn´t do it correctly, other parts may have shortened life span. If you pay your own electricity bill, a gold certified psu vs a non certified psu can mean 5-10 bucks saved a year in electricity bills too.

As for the fractal PSU, it is a decent buy. It´s a very well priced PSU, but it´s not particular amazing or particular silent psu - and it has chinese teapo capacitors, that often fails during high load and don´t last particular long either.
I´d expect 4-5 years of max lifespan on it. This sounds like alot, my in comparison to my own Corsair AX760 watt PSU, it comes with a 10 year warranty - so in comparison, 4-5 years isn´t alot.

XFX TS 650W 80+ Gold for around 40 bucks. Excellent PSU for the price point.
