Hello guys recently i upgrade my PC and installed windows 10, my problem is : in games i have solid 60+ fps but suddenly it drops to 10-18 for 10 seconds then it goes back to normal. This thing it happens in all games...so please help me out :

My rig :

Mobo : Asrock Pro3 R2.0
CPU : AMD FX 8300
CPU COOLER : GAMMAXX 300
PSU : Thermaltek 700W
GPU : GTX 980 Windforce
RAM : 16gb (8x 2gb) Corsair

sorry for the afterburner misunderstanding, it obviously can´t show the frequecy of the CPU, but the temperature and the frequency of the GPU.
Use overdrive like DonkeyOatie said to look at the frequency while the drops happen.
The app CPU-Z can do that too.
Get another motherboard with at least 8+2 power phases
The voltage regulators of your motherboard are overheating under load. You could try cooling them with another fan. Top blower cooler is recommended.
Tower cooler like yours doesn't cool the vrm of the motherboard enough.

Have a look at your CPU frequency, it should drop to like 1400 or 800MHz while fps drop. Msi afterburner is a good tool for that.

Which pro3 R2.0 is it? 970 or 890gm?

Bios update of your motherboard could help a bit

So the problem should be the motherboard right?
 
The ASRock 970 Pro3 R2.0 has few power phases and weak heatsinks. It is fine for a 95W FX6300, but the 125W FX8300, when running intense applications, like gaming, will overheat the motherboard power delivery and produce thermal throttling, and don't even think about overclocking on the motherboard.

As Helpstar has suggested. Your best choice is to replace your motherboard, but this is likely too expensive, especially since your OS is keyed to it.

Plan B is a 'kludge' fix. Get a good case fan, like a Corsair AF 120 and, using plastic Zip-ties, fit it in the case to blow cooling air on the VRM section of your motherboard. If it is possible, a second fan blowing on the back of the motherboard under the VRM area will help too.

From what i heard on internet some people tell to disable power saving in the bios and the cpu will run at his maximum perfomance.

It's not about the CPU. If you disable power-saving, it will draw even more power from the motherboard and things will get worse not better. The problem is not power use IN the CPU, but power delivery TO the CPU. You need to improve the power delivery and deal with your motherboard thermal throttling.

I see, so what i should see in the msi after burner? And also how to update the bios? I found this on their website : http://www.asrock.com/support/BIOSUI.asp?cat=BIOS just simply click on the flash setup? Is no needed an stick?
 
I would not update the BIOS yet.

When there is a problem, there is a temptation to throw everything at it and see if it is fixed, but that often fails to identify the real problem.

Work one step at a time.

Use Afterburner, or download MSI Kombuster to do a synthetic test, and monitor your CPU use as you play or stress. If the CPU frequency drops when your computer slows, it is a sign of thermal throttling.

Also i forget to tell you, when i got fps drops the gpu usage goes to 20-22% aswell.
