i,ve bought a new pc 1 day ago and i played pes 2016 on it with a phenom ii x6 b95 3.00ghz,8gb ram and gtx 750 ti 2gb and when i started pes 2016 after 20secs it started making loud noise i think its the stock cpu cooler so what should i do and i am getting very slow gameplay after every 5 secs on ultra fps drops from 60-15 i,ve seen people running pes 2016 on same specs on 1080p ultra with constant 60fps so what should i do and i,ve no money i can only buy a cpu cooler or case fans (1 choice) ???? :(

What CPU have you got? They can run at different temperatures and withstand different levels of heat depending on which manufacturer/model it is. Normally either in the manual and sometimes on the website it will give you a maximum 'safe' temperature to run at.

Those temps that you said you were getting too the 60C mark isn't too hot what so ever, the Phenom II X4 are not the best performing chips but they are ok, you can get a aftermarket CPU cooler then overclock your CPU and you will get better performance and less noise by doing this.

I can't find the manual for this but generally I think up to about 70 would be considered 'safe' so I would guess you are just about okay. If you haven't done it recently open up your case and clean it out with some compressed air. that will probably drop your temperatures some what. Dust in and around the fans really do reduce the effectiveness they have.

yes getting a better cooler will let you overclock that CPU for more performance and due to having better quality fans on aftermarket coolers it will be quitter also :)
