System specs:

Asus Z87-k motherboard
GTX970 4GB
i5-4670k
8GB RAM
HDD

I do recommended specs on fallout 4 which is ultra everything, and it has terrible fps (30-40), so I lower it to high, still unplayable because of the lag (35-45) so I do medium settings and it's basically at (55-60fps) This is basically a high-end top 5 nVidia graphics card so how is it I can't even play fallout 4 with graphics settings higher than a PS4?

your set up is fine, you dont need more RAM. this game is very poorly optimized and should not be used to gauge your gpu performance. i've been frequenting the fallout 4 forums on reddit and other sites and there area a few things:

- shadow draw distance is a huge culprit on all systems. turning only this option down will help your frames immensely. there is also a mod that will dynamically adjust your shadow distance on the fly, although its not perfect. look up "shadow boost" on nexus mods.

- this game is all-around performing poorly on even the beefiest of rigs. ppl with 980ti's are getting sub 60FPS. insane

- bethesda just released a beta patch (if you opt in to the steam beta for the game) that is helping SOME ppl with frames...
On a console you lose the graphic details the game is demanding as well as BO3 is one thing that may help you is ram!!!! people who seem to have 16 gig or more are having better results with this game as well as with BO3 ..I THINK THIS is because the game needs 6 gigs min to run as well that just leave you with 2 gigs left for system and resurces as well.
