Can my PSU Power an R7 260x?

A Radeon R7-260x needs at least 19 Amps on the 12v rail and a 450 watt power supply. Your wattage is enough, but the 12v rail doesn't quite cut it.

It's close, but you'll need to get a better PSU to run that GPU reliably.

Is there any way I would be able to use both of the rails at once to power a GPU? I understand that my PSU isn't ideal, but my system is a budget system and I don't have lots of money to put towards new hardware.
