Yes you should be able to stream CS:GO. That's why I chose the AMD Athlon X4 over an Intel i3 and also included 8 gigs of RAM.

not really tho the intel i3 6100 out preforms an athlon x4 in any case because of hyper treathing. If you want streaming the gpu would be fine probally atleast if how you said play on lowest settings but for a good stream u need 4 cores and good single core preformance.
That means if you could fit atleast like an i5 6400 in your budget it would be very nice.
