fps problems with brand new gpu

hi, i just built a new pc (im not very experienced in pc building) and was getting really low fps for the gpu that i have, so i exchanged it because i thought that it might have been defective but still have the same problem
here are my specs
gpu: evga geforce gtx 960 2gb
cpu: intel core i7 4790k
psu: evga supernova 750 g2
motherboard: gigabyte h97
ram: 16 gigs of ripjawsX
i get about 70 fps on my main game which is csgo
(could it be anything other than my gpu?)
 
Solution
Be sure that you do a clean format once installing the hardware. A good format is like an enema, sucks at the beginning but, way worth it.
Also be sure that you have enough space on your drives, this is like having a girlfriend with baggage. The less baggage in this case is having a freed up hard drive.
Next, make sure that your system is running at low enough temps, it could be that a heat-sink is not well attached. I akin this to a wife who needs to take her medication everyday just to function.

sorry i just got back from a long trip. I have500 gig ssd's and my system runs at 20 dergrees Celsius idle. i will admit that i kinda just shoved the heat sink on and couldnt get it off after but ill try again thank you
