Weird CPU fan overheating issue

So this morning I woke up and notice my AMD stock fan was to quiet cause most of the time it's a little loud. I put my hand my case and notice it was really hot. So I loaded speccy and the temperature was 75'c. I shut down the computer and came back an hour later to boot it up. I boot up the bios to monitor the temperature. The temperature waved around 43c and below. I also made sure my fan setting were correct. So I saved the setting and rebooted the computer. After logging in I can hear the fan running normally. Then suddenly slows down blowing quietly and then i load of speccy and I see my temp instantly jump up to 69c-75c. I don't know why it does this iv tried looking for a solution but couldn't find a good answer. I just find weird that the fan runs normally during bios.

My CPU is a AMD FX 8350 and I using the stock fan that came with it 2 years ago. If never problems with it all until today.
 
Solution
If you are sure that settings for the fan in BIOS are correct, the fan may be failing. Try turning off fan speed settings in BIOS so it would run full tilt all the time. If it slows down anyway it could be faulty.

Sorry for the very very late reply though i did fix this back in I fixed this back in November. I have a GIGABYTE motherboard and there a program on my computer called 'Easy Tune 6' which is part of gigabyte. The program allows you to modify system performance. I don't know if the program reset my CPU fan speed or I did it by accident but I found out that my CPU fan speed was set really low allowing it to overheat. So I set it fan speed back to normal and it stopped over heating.
