Fallout 4 Very Low FPS on High End Specs

Hello all

I recently upgraded my right from Crossfire 7950s to SLI GTX 970s. Fallout 4's launcher detects my graphics settings as "Ultra;" however, whenever I launch the game, I'm getting only 40 fps inside.
On my 7950s I even got more FPS than that. I changed all the settings to what I had before, and my performance is less than what it should be. Even on medium settings I'm getting 40-50 FPS

Mobo-Gigabyte x79-up4
CPU-i7 3820 @3.8GHz
GPU-SLI EVGA GTX 970
Ram-16Gb DDR3

FPS: 107.4
Score: 2706
Min FPS: 27.7
Max FPS: 203.7

Settings
Render: Direct3D11
Mode: 1920x1080 8xAA fullscreen
Preset: Custom
Quality: Ultra
Tessellation: Extreme

I tore through this benchmark, I should have no problem achieving 60FPS plus on Fallout with max graphics. Hell, even a single 970 can do it. Is my GPU being bottle-necked? I'm completely lost

Where are you in game ? If you are in sanctuary you should get a solid 60fps. If you are in Diamond City markets this will drop to ~45 fps (my 980 ti does!)

The setting which REALLY messes with your FPS is Shadow Draw Distance, in your Advanced options tab - change this to medium this will result in 55 fps in diamond city and 60 everywhere else :)

Installing that will help if you want to run shadows on ultra.

Anywhere on the map I'm getting low FPS. Inside buildings that I was getting 144 locked FPS, I now get in the 50's. My FPS doesn't change when I change graphics settings either.
I'll tinker with the shadow draw distance

Make sure your sli is disabled as this game doesn't support it. I've got sli 980s but only use one. But at 1080p with gsync off I sit at 72 fps and never move. 1440p I'll sometimes drop in the 50s. But anything at 60 or less causes a stuttering for me so I play at 1080p. Also make sure your shadow distance is set to medium if you notice low gpu usage as well as low fps in some areas.

The two biggest things to turn down/off in the options menu are "Godrays" (turn to off) and "Shadow Distance" (turn to medium). This gave me an extra 30-40FPS. Hope all goes well! :)

I'm getting 60+ FPS in Diamond City, just in actual downtown Boston I'm not. All the buildings are dropping my frame rates.
