Csgo fps spiking from just above 100 down to ~60 every second.

First off, when did this start happening?
Second are any of your CPU cores parked? To check:
1) open task manager
2) click on performance tab
3) open resource manager
4) now when you see all of the CPU cores, check by their names and if you see "parked" next to any of their names you should look up how to un-park them.

Are there any big applications running in the background while playing? (Skype, fraps, etc.) Anything else running on your CPU while playing games can cause spikes.
