Looks like you have ran a modified traceroute command. It's just telling you how many packets you sent, how many packets were lost per hop, and the address of the receiving router/server for each hop.

Also running multiple third party security tools can slow down the network. Try just running the stuff build into windows and on a temp basis just suspend protection of your mcafee/norton for 1 hour. If you use the free antivirus then I would get rid of them. If you are using wifi then use wired connection while you are doing this test.

Also if you are using a cheap $30-$80 router in your house then that can also degrade your gaming experience. Routers that can handle bandwidth for gaming like an MMO game and watch netflix at the same time starting price is around $180.00 A family of 4 who use the internet at the same time to have decent speeds for everyone would then need to an equivalent of the Apple Extreme AC wifi router which I am sure has been reduced in price since it came out last year I think.

Anything that lags that skip or hops or does not reply to pings outside of your home network is out of your control anyway.
Sometimes turning off your main router for 10 minutes can let it cool off then turning it back on can increase the speeds back to normal.

Also this might be a good time to investigate how many connections are made to your router and make sure you have it password protected so nobody else is leaching your connection slowing you down in the process.
