Stuttering In-Game New CPU

I just installed a much needed CPU upgrade, and I've noticed that I'm having frequent frame drops on the same in-game settings as my old CPU, which never had these types of stutters (FPS). I opened task manager and I saw that the only thing that spiked or peaked during the fps drops (which last around 10 seconds) was my Disk, which climbed to 25% and above during the lag spikes.

I have no idea as what it could be, because the only thing I've done is install my new CPU.

Any Ideas?

Solution
Just lower multiplier couple of notches, That way all other settings, including RAM, stays same. Voltage should adjust accordingly if left on auto, hence less heat and draw on VRM.

Asus M5A97 LE R2.0 ATX AM3+ Motherboard (M5A97 LE R2.0)
600w PSU
Old CPU: AMD FX 8320 8-Core
New CPU: AMD FX 9590 8-Core 4.7ghz

So yes it was a big jump, however the fps is amazing, just the stutters are not :(

That motherboard doesn't support a 220w CPU, only up to 140w. it's probably struggling just to boot as the VRM's are probably cooking and melting trying to supply 220w of power.

Not to be negative, but that was a pointless upgrade. You would see no performance difference and you could have easily oc'd the 8320 to 4.5GHZ, only 200mhz within the 9590 range. Also did you water cool the 9590, as it needs water cooling.

Well, I've turned off my computer at this point, seeing as that doesn't sound pleasant. I didn't take into account that, other than the chipset really. However the reason for the upgrade was my cpu was dying and causing awful performance on most games. So in order to run this card I have to use a whole new mobo?

Ps, I do have liquid cooling so yes.

Well, I looked around online and was unable to find any mobos that support 240w for cpu for any amd chipset, yet they said it was compatible. I'm thinking of returning the 9750 anyway.

Maybe yes, maybe not, depending on windows version and how close the MBs are. Retail versions of Windows you'll probably have to activate again and if OEM you'd have to by new Windows. In some countries like Germany they have to let you use even OEM windows on different MB. License is tied to MB, nothing else.
Windows 8/8.1 and 10 are pretty tolerant to MB change and if you have internet during BOOT, they will download and install proper drivers.

Is CPU Bus Frequency the same as the multiplier? The bus frequency is 216.
