I don't need time and I haven't even read your proposed specs but I'm already convinced the PC is better.

A gaming console is all it's ever going to be but a PC can do many more things than the console can. It's that simple!

When you have time to spare from gaming you might need to write letters, keep account of your money, research things and keep up with other people outside the gaming community. You can earn your living on a PC but you can only mainly play games on a console.

Buy a PC and get the best of both worlds. Better still, buy the parts and build it yourself - far more satisfying. You can do it and there are folks around Tom's to guide you if necessary.

Will it run GTa 5 my friend is running .4 GHZ lower than me and over 1.8 GBs lower than that on the video card and he says it has no lag just really low quality

Saga Lout misunderstood the question a bit, I'm not gonna go full PC-MasterRace like him (we all know thats how it is though) so here it is
Short answer is: No, your current PC does not beat PS4 nor X1.
Long answer: Your CPU is outdated, your GPU is weak and another 4GB of RAM would be great.
 
The FX-4300 is pretty weak. An Intel Core i3 will have no problem beating the FX-4300 in every game. However, that might increase the cost of the PC. It might be slightly better than the APU processing power in the XBox One / PS4.... might...

The nVidia GT 730 is a weak GPU. Even the GPU in the Xbox One (less powerful than PS4's GPU) is more powerful than it.

Even though what you said is just a couple of basic facts, you still fail to understand his question. There is a given config, question was will it perform better than the consoles or not. Answer is no. Simple as that. Not messing around just trying the form the community to be more helpful.

Based on that configuration, you are better off buying a console. Yes consoles are weaker compared to PCs in general but consoles are for people who want to game out of the box (plug and play) and those exclusive titles might help if your a huge fan like Gears of War/Uncharted

PCs are for those who want to customize and build on their own. In theory PCs will outperform consoles...you'll get better FPS in most games but there are some games (if not most) are poorly optimized for PC which results in poor FPS no matter how high your configuration is, this is where consoles win, since most devs & game publishers are backed by console makers they give more priority to Consoles, that's why you have earlier releases of some titles most of the time. and poor or rushed, unfinished games for PCs that have to be constantly patched to fix bugs. That said I'm a PC guy and I'd recommend you buying a console instead of buying that PC. but if you have money to spare you can build a $1000 PC and it will outperform the consoles in hardware specs and you'll not have to buy a new PC when hardware gets outdated (mostly GPU).

Buy a console if you want to game on a budget with almost smooth gameplay (30fps)
Buy a PC if you don't want to keep buying a new console every 2-3 years when it gets outdated.
 
Saga-Lout you got a very cocky attitude, "i dont need to read the specs to tell you a pc is better" did even read his question? How can you answer to something you dont know about, if you did not read the question or the hardware spec. Back to the topic how i said earlier if you just want the pc for gaming and nothing else then go for a console, it will run games much better then the pc with the configuration you posted.
 
Obviously saying "I dont need to read the specs" wasn't enough to make you realise that my comments were going to be based on the simple, indisputeable fact that a PC would be better because you get two devices for the price of one.

Question: What do you want to do with it?

If you don't do anything else with the pc than gaming, like with a console, then from the specs the pc is weaker. Even similiar pc buils specs wise have disadvantages against consoles. Pcs need different accounts for steam, origin (Witcher 3, GTA V, Star Wars, Fifa and what else) and many more, where you need a single account for all games on your console. On pc you get more hackers. On pc, you need to login to Windows with password, you need a anti virus program, a mouse and keyboard for login and interface. Yes, Steam have some solution for this, but some games aren't available on Steam or need another third party application. A comparable build would cost a little more than a ps4 and the console titles are optimized for that single hardware, where some games have problems on pc, because every pc can be different in hardware, software and configuration. It also depends on where your friends are, so you can play with them together.

There are many reason why you can't just say a pc is better than a console, just by looking at the specs. A console is simpler and better for just playing games and nothing else. In example you can get a ps4 deal with a game for around 400 USD.

Btw, I am a pc gamer now, coming from XBox 360.

Considering that most PC games today are bad console ports, you need more powerful hardware than what would be needed to run it on a console with the same fidelity. Blame game developers. you also need to keep in mind that certain games simply won't run without the minimum specifications or run really bad.

For example, Star Wars Battlefront requires a minimum of 8GB to even load into a game. I've experienced this myself trying to run the game with 6GB of ram on my x58 system. Also, 3GB-4GB of video ram for your graphics card is becoming a norm. I'd say that unless you can get a system that's at least 600-700, custom made, and squeeze the right hardware into it, stick with a console.

For your spec you said in description you have to lowest for gaming you need better parts your processor is way out of date and for your memory you want more than that you want like 8gb or better 16. For power supply you should go for 650 instead although it really doesnt matter
