Safe to plug 980ti hybrid rad fan to a controller?

The radiator fan was connected to the gpu, and produced a lot of noise at idle (temp ~28C) even after adjusting on fan speed on msi afterburner.

I tried plugging it to mobo, and trying to link the fan speed to gpu temp. No luck. (if anyone can help if possible)

So I plugged it to a fan controller which really helped (though idle @ ~30C), however, is it safe? or should I keep it plugged directly to gpu?

As long as you stay at a good temp during load (not idle), you'll be fine. If it makes too much noise and it's noise it's not supposed to be making as a fan, then you can try a different fan on the radiator. If it's not damaged and operating normally, then fan noise is something you'll have to deal with, although, it really shouldn't be all that loud...

As far as linking it to the GPU, I think you need it connected to the GPU to do that. A fan controller will allow you to control speed, but I don't think there's a way to link them to certain things. You could also try a resistor or something like that to lower the fan speed from the GPU. I think that's what it's called, Noctua I think includes them with their heatsinks to regulate the fan speed, if you need to do that.
