So when I play CSGO sometimes my CPU percentage drops to like 7% from about 40% and then starts dropping the frames in my game really badly, it's even worse when I try to stream but even just playing normally it drops like that and causes bad frames, any tips? My CPU percentage highest is 62c when it happens.

Let's see, I have a FX-8350 being cooled by an Hyper 212 Evo, on an ASRock Extreme4 with 8gb of G.Skill memory, and a GTX 660, with a 500gb HDD and 240gb SSD. I'm playing in Fullscreen, and I haven't capped my FPS or any other settings, my CPU percentage just randomly drops while I'm playing and it causes the frames to drop.
