GPU Problems (Bad Performance, GPU usage, Drivers).

CPU: AMD FX 6350 @3.9GHZ
RAM: 16GB
PSU: 500W
(I thought it relevant to note I only play at 720p, so this card SHOULD be complete overkill)
I recently upgraded my GPU from a GTX 960 to a GTX 970, and have been experiencing lots of problems. Firstly, after using DDU (Display Driver Uninstaller), I tried to download the latest drivers by downloading them manually, and the installer just crashes every time, and if I try to download them using Geforce Experience, the download bar stays at (0.00KB of 0.00KB, .00KB/sec) and won't download. The newest drivers I have are the ones that came on the disc with the 970. Secondly, and this is the bigger problem, is that I get extreme stutter in games, and am definitely not getting the performance I should be. As stated above, I only play at 720p and still get bad stuttering and FPS drops in games. My GPU usage never goes above 50% and the highest I have ever seen my CPU usage is 80%. I feel like I have tried everything, and must have looked through about 100 threads or more looking for a solution. I have tried all the tweaks in NVIDIA control panel, I have set my power management to High Performance, etc. The stuttering happens whether I am on the Highest settings in a game or the Lowest.
Some games that I have tested:
GTA V - Extreme stutter and FPS drops.
Witcher 3 - Some occasional stutter
Battlefield - Moderate stuttering
Fallout 4 - Low fps and huge drops
Wolfenstein The New Order - Low FPS all round
Black Ops 3 - Frequent Stuttering
and many more, all with the same kind of performance.
I would be grateful for any insight and possible solutions, as I feel ready to just give up on PC gaming all together.

And my GPU is the ASUS STRIX GTX 970, and it only has one 8-Pin power slot, which I am powering using a 6+2 Pin connector.
