3.1 Ghz frequency having more CPU usage than 2.5 Ghz

When I play CS 1.6 my quad core i5 4440 at 3.1 GHz wth no hyperthreading gives an usage of 27% ( average ) while playing CS 1.6. I have seen an i5 3210m at 2.5 Ghz ( with hyperthreading ) having less CPU usage than me at 10-15% .The i5 3210m though comes with nvidia gpu but the i5 4440 has only Intwl Graphics. On both occasions the fps is 60hz. Can any one help me??? Does any one have CS1.6 ?? If yes please post your CPU usage.

Intel HD graphics is an integrated gpu so cpu load will also be gpu load if you know what i mean, the nvidia gpu is lowing down the graphics processing for the cpu thus you get lower cpu usage on that i5 3210m.

But does the speed of i5 4440 hold any strong point??

quad core withou HT has 4 threads
quad core with HT has 8 threads

if 1 threads on 100% CPU usage, then
quad core with HT = 100*1/4=25%
quad core w/o HT = 100*1/8=12.5%

it is natural, because overall CPU usage is average of all CPUs usage

I5 3210m is dual core 4 threads

I have seen it. Only hl.exe is eating 27% CPU and nothing else is running.
