New MSI Z170Z Motherboard not powering on!

Hey everyone,

I am trying to build my first gaming PC. I got a dead MOBO originally so I got a new one and I am still having a problem.

I have a:
Intel i5 6500 Skylake CPU,
MSI 170Z Gaming M5 1151 Motherboard,
Radeon R9 380 4GB Video Card,
Corsair CX600M PSU,
G.Skill Ripjaws V Series 288-Pin DDR4 (2) 4GB sticks
Cooler Master Hyper D92 CPI Air Cooler

I have not put the motherboard in the case yet since I wanted to test it first. All my connections are correct, both power connecters are in the right spot, the front case power options are correctly on the board, the CPU and fan are good to go and I tried putting the 1 stick of RAM in the 1 slot and 2 slot (2 slot is recommended for my board). I even used both sticks of RAM. I have yet to try no RAM which is what I am doing when I get home. I am also going to check to make sure the thermal paste was not oozing anywhere which would be tough since I didn't use a lot (recommended only to use a pea size drop)

My board LED lights just blink. the number 00 blinks and the fans spin. I just cant get it to boot up. What am I missing? What else can I do to get this computer to work? I have asked a couple of people already and even called MSI tech support and nothing will work. I appreciate any help, thanks! :)
