i5 2400s bottleneck for future upgrade like GTX 960 or R9 380

Hy I had i3 2120 and upgraded to i5 2400s,GPU is R7 265 2 GB GDDR5,8 GB of DDR3 ram and WD 500 GB HDD.

I wanted to ask,some people tell me the CPU is outdated and should save money for Skylake CPU or at least i5 4xxx series and then upgrade GPU.

The upgrade is noticeable from i3 in games like Dying Light,GTA 5 and etc.but GPU is mostly 99 % in these games also.

I plan firstly to buy more powerful PSU and SSD and on spring of 2016 to buy GTX 960 or R9 380,will CPU handle these games ? I dont know how wise is to buy better MBO to get more juice of i5 2400s or leave it this way ?

I dont know what to do,is my plan good for buying PSU/SSD and then upgrading GPU or should I buy PSU and save for new series of processor and motherboard ( Skylake ) ?

Thanks and one more question,is it fine to get 30-35 fps in heavy traffic and pedestrian activity in GTA 5 at 1680x1050 ?

The i5-2400s is a green cpu it is clocked down to 2.5Ghz from a standard i5-2400 3.10Ghz to use less power and stay cooler. Since this is a 2nd gen Sandy bridge it seems you may not upgrade your motherboard/CPU that often. If that is the case I would save my money and look to upgrade a Skylake i5 system in the future and just use a regular CPU not an "S" version.
