Why is my OC'ed i5 3570k running so damn hot

i over clocked my i5 to 4.2 ghz recently and its running at 40-45 degrees idle and 75-80 on intel burn test does anyone have any idea why it would run so hard? my rooms temperature is 25 degrees Celsius

cpu: i5 3570k
mobo: asus p8z77-v
cpu cooler: evo 212 with noctua fans on it had a h80i but evo gives better temps
Ram: 16gb kingston hyperx fury
psu: 750w corsair
case: cooler master haf 912
fans: 2 front intake 2 top out take 2 noctua on cooler

Because OCing makes more heat which needs to be dissipated.. Also the temps are controlled by the CPU cooler's ability and over all machine cooling. Yours stress tests prove this. That is a bit high. Idle isn't too bad though.

Because I am willing to bet that you are being lazy and still have your CPU voltage set to auto. When you change the multiplier to manual with the voltage set to auto the motherboard pours TONS of unnecessary voltage in to the CPU to ensure it stays stable. I would not be surprised to see you currently running 1.38-1.42 vcore. To put it in to perspective i run a 4690K that is honestly nothing special on the overclocking front at 4.2Ghz @ 1.15 vcore. You need to overclock the right way and find the appropriate voltage for your clock speed.

in fallout 4 it varys from 65-70 Celsius

i tryed setting it manually and it kept resetting back to auto about a year and a half ago i managed to get it locked to 1.015 volts with a 4.0 overclock and it stayed cool but i have no idea wtf i did this time with the voltage

so i got it back down to 4.0 at 1.16 volts but its still running pretty hot is there any way i can make it like scale down the OC and the volts when im not doing intensive stuff?

i coulda swore i had it like that for almost a year but i reset it today and fucked it up but im down to 4.0 OC and 1.120V for my OC and my temps are still in the 40-45 idle range but dont go above 73 on intel burn test

Have you made sure to snug up the center thumb screw directly under the cooling fins of the 212 evo? It has the 4 screws that mount it to the backplate but there's also a center knurled nut that can be tightened a bit to help increase pressure to the cpu for optimal contact. Those temps don't sound completely horrible although a bit high at idle.

Are you sure at idle the cpu is actually 'idling' and not running 20-30%? Verified that it's between 0-4% or so? I'm not entirely positive on the z77 but I think you should be able to enable intel speedstep to allow it to drop the multiplier under lower load levels. It may be labeled eist (enhanced intel speed technology) instead of 'speed step' but that's what that is.

Try double checking your power options settings in windows, many have said on that motherboard if the system is set to 'performance' power plan instead of 'balanced' it disabled their speedstep. My setup is a bit different since I'm on a different socket and all but I just did a quick check and my system is on 'balanced' power as well. My speedstep works with my overclock but I left eist enabled in the bios. You may have to change the power setting in windows first then change it in the bios. Otherwise every time windows boots up and performance power plan kicks in it will undo your speed step setting you just made in the bios.
