I'm trying to create an identical setup across 20 tablets (Windows 8). I'm looking to set things up exactly how I want them on a single tablet, then make a recovery disk on a USB drive from it and install it on the remaining 19 tablets so that they're all the same. In theory, I imagine this would work, I'm just not sure if the way the Windows 8 license keys are handled if it will behave properly. My understanding is that the keys are stored in the BIOS so the recovery install will just put placed on top of things and it will still use the device-specific key from the BIOS. Am I correct in this understanding? Is this the best way to approach this? Any recommendations for software to do this? Clonezilla/Easus?

As long as the tablets are all the exact same model, I think this would be OK.
However, long term (when you might have a mix), you might want to consider using group policy and pushing software to them.

You should look into volume licensing if your only issue is licenses.
