Computer won't POST after USB port power surge

Hi everyone. I recently got my computer back from my local computer repair shop, but they didn't fix the issue like they said. Now I'm looking for more help.

After I had gotten my computer back from the repair shop the first time, I noticed the quality of the computer lower. I first had thought this because I had downgraded the amount of RAM from 16GB to 8GB (which still may be the cause of slow performance). I noticed my computer start to act weird. First, there were random black lines that would pop up on my web browser and would only disappear if I mouse over them. Next (big leap), my computer started black screening. I found a temporary solution to this. I would be able to spam my BIOS key (F8) during initial computer startup, then the computer would POST correctly. However, a different situation came along. One day, my computer said that a USB port surged. When it said this, none of the devices plugged into any USB ports on my computer went off. Then come me turning off my computer and coming back to it a few hours later. The USBs would power on for both the keyboard and mouse, and none of the others. I tried my normal spam F8 during startup, but after I press the key once my keyboard disconnects.

I check inside my computer and everything seems to work: LEDs, fans. Just a black screen with the monitor showing a connection to the computer (blue light). I brought the computer into the repair shop, and they said that my processor blew out. I bought a new processor, and the computer worked for approximately an hour before the computer said that a USB port shorted. I turned off the computer, and the same situation began again.

Troubleshooting I've done since first occurrence

  • Re-seating RAM, trying each RAM stick in different RAM slots
    Re-seating video card
    Removing CMOS battery and resetting BIOS
    Manually switching PSU on/off
    Discharging computer by holding power button while unplugged
    Replacing CPU (with the one below)

Computer Specs

  • MSI X79A-GD45 Plus Motherboard
    MSI GTX 970 GPU
    8GB RAM
    800 Watt PSU
    Intel i7 4820k

I suspect its a MOBO or PSU problem. Unfortunately I have no experience in those two areas. Also I have no other desktops in my house so I have nothing else to try parts in or swap parts for.

If you'd like more details I will try my best to provide them, however I'm not the most intelligent when it comes to hardware issues.

Try it with usb header cable removed from the mobo, both 3.0 and 2.0 headers if it has both on the front. check the usb ports at the rear are not bent inside
