Something is causing my computer to stutter and lag massively when loading stuff like programs?

Hey guys, sometimes when I load programs up my computer starts to lag and stutter like crazy, even the RGB light on my keyboard starts to lag. When I move my mouse across the screen the cursor also lags out and moves slowly and jolts around the screen, what could be causing this? I've already tried putting my RAM in different slots but that didn't work so I don't think it's anything to do with the memory. It's getting pretty annoying now :/

Storage: Samsung 840 EVO 250GB 2.5" SSD, Seagate Barracuda 3TB 3.5" HDD

make sure the mb has newest bios to rule out a bios bug. make sure in the bios xmp profile is on and ram speed is set right. use hd tune read smart info of the ssd and hard drive. make sure there fine. unplug the hard drive see if the drive controler may be failing and holding the system. run malware bytes/hitman pro and few free online virus scanner see if it an infection. also make sure you dont have two anti virus programs installed and running. use task manager in the start up tab turn everything off and then reboot. if the pc is running fine it could be a damaged program or driver.
