Can a bios update improve gaming performance

It depends on what the update is for. The best way to find out is to go to the website for your motherboard and look at what BIOS updates they have for your model and read the brief description. For example, for my particular board Gigabytes lists 11 different BIOS downloads:
#1 - Initial Release
#2 - HDD Compatibility
#3 - Fix Reset Button
#4 - Fix System Compatibility
...
You get the idea. If you're not having any immediate problems... and if you don't see anything BIOS updates that directly affects you... then it's best not to do it because:
A. You may not even notice any difference at all
B. You could mess up and totally brick your motherboard
C. You HAVE to go into BIOS and re-enter all your personal settings again

It could, yes, you never know. I say that because you never know what all goes into a given BIOS update. Yes they will list an item or two in their 'recap', but the manufacturers are constantly working on the BIOS and most all have lots of tweaks, fixes, updates. Often a bunch just for DRAM alone, there can also be tweaks for drives, GPUs and other (most often) newer components. It's doubtful it would be anything of a major increase in gaming performance, but every little bit can help. Same with the mobo drivers, which are also constantly evolving
