Low gpu usage and low fps GTX 770

Hello, I was wondering if I could get some help with this. I've been having low fps and stuttering issues for a while now. As far as I can remember, it started with Thief (I assumed it was just the game being poorly optimized) and more recently GTAV and Fallout 4 (at this point I was starting to think maybe I need a new graphics card, but even at medium settings on Fallout 4 I have horrible fps and low settings on GTAV I can't even drive a car because it gets so bad).

GPU temp doesn't go above 48, CPU temp max has been 52. FPS with Fallout 4 one medium settings are typically 20-35, but have had it stay as low as 12 for a while and have had it briefly go up to 52. GTAV had similar fps on low settings. GPU load is typically between 12% and 20% but has gone up to 52% (very rare and I believe this is when I have seen the most fps) and also drops down to 4%-8% but has been as low as 1% while playing.

I have been searching everywhere for a solution and all the ones people have recommended havent worked.

I don't over clock (I believe the card was over clocked a little by Gigabyte), I have tried turning Vertical sync off in the NVIDIA control panel as well as AA - FXAA, I reinstalled my drivers, my cores aren't parked (as far as I can tell).

Any help would be greatly appreciated. Thank you.

Like I said, I already reinstalled the drivers. I'm currently running 359.00 whql released on Nov 19th, 2015. I had also tried uninstalling GForce Experience, but that didn't seem to do anything so I reinstalled it. And I have uninstalled the NVIDIA HD audio drivers.

According to CPU-Z my cpu frequency hits 4090. I don't know if thats what you mean by monitor it, or if just because it is hitting 4090, that it is actually staying there for any length of time while I'm playing a game. Just looking at CPU Z, it changes beweent 1396, 2793, and the highest it as been so far (that I have seen) is 4150.

PSU sounds fine (as far as I can tell). Downloading OCCT right now. Will this stress my cpu on it's own or will I need to play a game while it monitors? Either way, I'll let you know what the results are afterwards.

I'm letting it run longer still, but I'm noticing the frequency dropping every so often to about 1500. Also, each frequency drop corresponds to a decrease in voltage. These drops are also happening only when the CPU is reaching a temp of 60C. It will be at 60C for a little while, it's not like it drops the second it hits 60C, but it is ONLY dropping while temps are at 60C.

So how do I fix this? I'm really hoping it isn't just an over heating issue. Core Temp says my cpu temp never went above 52. While OCCT was running, my fan speeds didnt increase at all. I have 2 200mm fans, 4 120mm fans and the CM Hyper 212 EVO CPU cooler. Is OCCT correct and it really is getting to 60C? Just about every other program I have used in the past has never shown it to get that high.

I have to head to work now, wont be on until late tonight possibly tomorrow evening as I also have to work 4am to 4pm after my shift tonight.

I played fallout 4 for a while with OCCT running on my other monitor. The temp stayed between 51 and 51.6 the whole time and I didnt have any frequency or voltage drops (that I noticed any way, but it was happening often enough while running the stress test, that I would think I would notice if it was doing that while playing Fallout 4--especially when my fps drops really low).

Edit: Never mind, I just had a frequency/voltage drop--completely froze the game for a bit.

I already had gpuz. Bus interface is listed as PCI. The render test ran smoothly, didn't stutter or anything visually. Here is a screenshot of the sensors tab after it had run for a little while: https://i.gyazo.com/0bdabce06c81d6afc295abf582f4800a.png When I had had it up while playing fallout 4, I never sawn the GPU load get above around 35% Here, you can see it got up to 93%. I'm not sure if it should be fluctuating like it is or not though.

When running that test it should have pegged the gpu usage to 99%, you bus usage seems high. Where it says bus interface it going to say more than pci, it should say something like pci-e 2.0 x16 @x16 2.0. Post what it says next to bus interface and also post what it shows on the bottom left corner of the render screen. Memory usage is also rather high I use under 500mb when running that test @1080p. What resolution are you running?

Here is a screen shot of the graphics card tab: https://i.gyazo.com/2635fc73328b9189a93b2ce44f760af6.png Next to Bus interface, it just says PCI, unless I'm looking in the wrong spot. In the bottom left of the render screen, it says: NVIDIA GeFORCE GTX 770: PCI.

Do you want me to run it again in full screen? Also, when I ran it the first time, I had a non-graphically intensive game running in the background (minimized).

My resolution in control panel is set to 1920x1080 for both monitors.

Ok, heres a question. According to newegg, my mother board should have the AMD 970 + SB950 chipset. However, according to CPU-Z I have the RD9x0 chipset. Any ideas on how I know which?

Edit: Nevermind, went to the ASRock website. Should be the AMD 970 chipset. Which doesn't seem to be on the AMD website. At least not in the drop down when you click drivers. It's not part of the APU drivers, is it?

Ok! So, I installed them. Good news, GPUz now reports that my GPU load is 99% (it did briefly drop to 97% and 96% at different times) during the render test. Bad news, after about 5 minutes my computer froze, I lost signal to my monitors and then my computer reset itself.
