Second GPU Fan Making Loud Noise

So I got a GTX 960 FTW yesterday from Best Buy, Installed it and turned on my PC to hear a loud high pitched sound coming from the second fan. It eventually went away after playing some games but today after doing some cable management I stupidly touched the fan and the noise came back. Looking more into this, I am still confused as to why this is happening and the only way to fix it is to crank the fans up to 100% for about 10 seconds than bring them back down and the noise goes away.

yeah that is a coils whine take it back. it is prolly a rev.1 GFX that has been setting on the shelf at best buy. you would be better of ordering one or picking another brand. casue it will only get worse from here on out.
