Would really like some help with my computer that i have little to no knowledge about

I know little things about my PC as i got it as a gift. Alls i know is that i have an i5-4670k intel quad core cpu at 3.40gh with a graphics card of amd radeon r9 270x. With this is also have 8GB RAM. I have problems getting 60fps on the lowest grpahics settings possible, i cant run my games such as csgo and H1Z1 in 1080p as i just lag like hell. I have had this trouble for a while now and am sick of not knowing whats wrong with my PC, as when i search for the reviews on my parts everybody is saying that they can run everything on max graphics settings 1080p at 60fps and im just sat here thinking why i cant? I have done alot of things that i have previously advised to do but havent worked such as run anti malwarebytes which comes up as clean as well as AVG ant virus which is also clean.i have defragmented my hardrive as well as deleted old files that i dont use so that i have plently of space left. I run little to no programs when im playing games with skype the only other program running (if i have anything else open games are simply unplayable). I have ordered compressed air to clean the insides of my PC properly but previously this hasnt worked when using the end of a hoover. With the games im playing all my friends can run them as smooth as anything and my PC is easily worth more than theirs. My dads friend was the one who built this one and also built a similar one for my brother and he can run games like GTAV and Fallout 4 on max settings, if i tried that my PC would lag like crazy and the games would be unplayable. im not too good with computers and need guidance on what i can do so that my components can work their full potential and for me to enjoy my gaming. Any help or advice would be appreciated.

hello, you can try this :

1. is your power supply enough for your GPU? you also can download and install latest driver for your GPU.

2. can you check CPU and GPU temperature? is it too hot when gaming? If CPU too hot cooler or thermal paste is the problem. Also GPU too hot might be the problem also.

3. You can try consult whom build this PC about this problem since your brother all okay with similar build.

4. Last, maybe your GPU has a problem. send back to shop to RMA.
