How much of a performance increase can i expect?

So i currently have a FTW 750ti with a g3250 and 8gb ram. I can play the witcher 3(yes even with my cpu) at around 35-40 fps with textures and water at ultra with everything else at low at 1080p. Im getting a xeon 1231v3 later this week and in novigrad i average about 25-30 fps. When i install my new cpu what fps could i expect to get if i keep the graphics settings the same?

It will always depend on the settings you play at, but the GTX 750 Ti is a fairly weak card. You can get a GTX 950 on sale for $125 to $140 USD, so if you want to try upgrading that, it wouldn't be a bad idea. You could keep the 750 Ti to accelerate PhysX if you play a lot of games that use it or you could sell your 750 Ti to help pay for the 950.

If you don't want a better card, then you can wait and see. Get the CPU and if you get the performance improvement you wanted, then great. If it's not as much as you wanted, then loosening the graphics settings a bit will get you where you want to be.
