Loud ringing noise when I put in my graphics card (GeForce 9600GSO) Help

Hi there, I just got an old Sparkle GeForce 9600GSO from my uncle.I put it into my PC and experienced a very loud ringing noise, this has never happened to this card before. The fan was not spinning, and no image appeared on my monitor at all. I took the fan apart and cleaned all the dust out, and made sure it was all clean, I put it back together correctly and there is still a loud ringing noise. Lastly, I took the fan completely off, and tried the card with no fan. The ringing noise was still there, and still no image appearing on my screen. Does anyone have a solution to this?

Is there anything that can be done to fix it? Or how can I test and see if that is the issue? My current graphics card is an AMD Radeon R5 200 Series, and I thought it would be a good upgrade.
 
D.O, I think coil whine is the least of his concerns if there is no signal and no POST. We should probably focus on that first.

How long has it been since this card was in service and have you verified that it does indeed work in another system?

It may simply be that your power supply is insufficient to power the card, which would be unlikely but not impossible, since it's a rather older card with a low power requirement. If that card falls in line with most GeForce 9600GSO cards it requires a 400w power supply with one six pin power connector. Do you have the 6 pin power connector installed? Does your PSU even HAVE the proper PEG connector for powering graphics cards?

Also, coil whine usually happens in low power states, and if you do not have the required power attached to the card and are only running on the power from the PCIe slot, it's entirely possible that is the source of the coil whine. Not a certainty by any means, but it could certainly be related.

I once tried a newer graphics card in an older PC. Although the card fit into the mobo and the power supply was more than adequate, the PC was completely dead. Put the old GPU back in, and it worked again. Tried the newer GPU in another PC, no problems
