I want to upgrade, but I don't know what to upgrade.

With black friday and christmas deals abound I would like to upgrade my pc, but I don't know what would be worth it right now.

My current specs:
Video: GTX 660ti
MOBO: P8Z77-V LK
CPU: i5 3570k 1155 LGA Ivy Bridge, 3.4GHz
Monitor: 1920x1080 60hz
I have plenty of ram and HDD

I don't have much of a budget only around 250$

GTX 960 / R9 380

Your CPU will still be fine for quite a time. :)
Only thing to upgrade would be your GPU to either a GTX 960 or a R9 380, while the R9 380 is a bit stronger in terms of raw power. But if you prefer Nvidia and features like Shadowplay, then the GTX 960 will be the way to go.

Also you could get an aftermarket cpu cooler and OC your CPU to like 4.0Ghz or even a bit more if you want. That will also give you a pretty nice improvement for cheap. A good budget cooler is the Cooler Master Evo 212.

The CPU cooler + a 960 would both be in your budget. :)
