Either would be able to support overclocking, though technically the MSI would be the better board.

If you can get them at similar price the MSI has a much richer feature set and fantastic overclocking reviews. I'm always reluctant to ever recommend an MSI board because of their poor quailty control, but it has gotten positive professional reviews and generally very good general owner reivews as well.

Almost any board, even H81s, are likely to reach your target, if the CPU will do it. I have two G3258s. One gets to 4.2Ghz, and the other 4.5Ghz. You may be able to get close to 4.0 Ghz with only multiplier changes.

There are probably cheaper boards that would do as well in your market. The G3258 is unlocked on non-Z boards.

However, if you later plan to replace the G3258 with an i5 4690K or i7 4790K, I would not recommend either of those boards. Their power phases will do for a Pentium, but are too flimsy for an i5 or i7.
