I've got some pretty good deals for mouse under ~$40 ish and the size of my hand is ~17cm or 7"

The deals i've got are
G402
G502
G602 (Wireless {most probably wont get it})
Razer Abyssus

I don't want it to be heavy but i need it to be good enough for palm and last long.

PS: I've been thinking of G402 because i heard G502 is a bit heavy and Razer Products don't last long.

Links to the deals i've got :

Wouldn't it be bit heavy? and the red dragon has a bad sensor (based on google searching).

Redragon is for casual gamers or adepts, not for hardcore players. The Redragon mouse is simply very comfortable in hand and it has weight tuning.

I personally like heavy mice - more traction. More heavy = i feel the mouse better this I control it better. But that's just me. I hate light mice.

Either go with a Logitech G502 for better DPI, or go with the Razer Deathadder 2013. It is extremely light and a solid mouse for FPS gaming
