Looking to upgrade a previous build primarily to play Wow on Ultra

So I am looking to upgrade my girlfriends PC. We primarily play Wow and this PC really struggles to run it at even medium settings. I am thinking the Video card may be the problem but I figured I might as well ask some of the experts. I have some room in the case but not a ton though if im replacing the video card the GTS 450 is pretty big so I can likely fit anything of that size or smaller.

Id like to keep whatever the best upgrades I can get to around $200 $250 at the most though if that's not possible the closest suggestions to that price would be welcomed.

Both the video card and CPU are inferior (PSU is too). However with such a small budget you really can't upgrade both so I would opt for a better graphics card. The best one within this budget would be the R9 290: http://pcpartpicker.com/part/sapphire-video-card-100362sr It's going to run a little loud and hot (reference cooler), but it will definitely get the job done. If you can bump up the budget closer to $300 you can afford to drop in an FX 6300 processor as well and she'll have a pretty decent machine.

The other option would be to do to FX 6300 and a GTX 960 which would land your right at $250.
 
You don't need to spend THAT much money just to play WoW 1080p ultra.

*ADDITION* I just read reply of the guy above (timeconsumer). If you guys simply play WoW, then spending that much money is simply useless, and buying anything above the power of R7 260/360 or GTX 750/ 750 Ti will be money wasted.

Well I do appreciate both answers I am leaning towards the first and hoping a cyber monday deal pops up for that video card. I was reading up on the GTX 750 Ti and I know the misses wants something that runs the game 100% on ultra settings and it looks like that video card ALMOST meets those specs but not completely especially in modern raiding scenarios.
