You activate it in the BIOS at boot up, but the motherboard does have to support this, as well as the CPU as mentioned above. They don't come from the factory that way, because not every CPU is capable of higher clocks, and it takes better than factory cooling to get there in most cases. They also consume more power and produce more heat as a result. Intel and AMD provide CPU's with clocks they know will work and not fail at a power consumption level they believe is ideal. OCing goes into the range of uncertainty, higher temps and more power draw.
