Low 3DMark Physics score with i7-4790k

I was messing around in MSI Command Center, Geforce Experience, MSI Afterburner and the MSI Gaming app, when I must have accidentally changed some setting because now my CPU is really under performing. I ran a 3DMark graphics test and my physics score was a miserable 2011. About a year ago I had run a 3DMark test with all of the same hardware (just a few software updates since then) and I got a 12491 so the new score is obviously terrible compared to this.

I ran the test several times and I keep getting the same score, and I was monitoring my CPU core temps and they stayed from 30-40 degrees centigrade throughout all of the tests so I know it is not overheating. I am running the tests on high performance power settings, so I don't know what I could have done to cause my CPU to run terribly now.

It may be hard to see, but if you click on the scores I posted above, they lead to the actual firestrike scores themselves so you can see that all the settings were the same.

How could I determine what frequency it is running at during the test? Is there a specific software you recommend?

Edit: I downloaded open hardware monitor and my CPU is running at 800MHz per core with the max value also set at 800MHz.

Right, I see the edit.

Yeah 800Mhz is really really slow, considering it should be 4000Hz minimum.
Do you have any idea on what program you changed anything in? If so I would take a look in there, and have a look at processor Frequency multipliers.

Also, just before this happened, you didn't change anything in bios?

I never changed anything in the BIOS. the only programs I could think of that would have changed that was the MSI Command center, but I have no idea how to change it back. I also went into the BIOS earlier to check if the frequency was set correctly, and it said that it was set to 4000MHz like it should be, so I don't know why is it being limited.

I might try and uninstall MSI Command Center to see if that does anything, but I don't know if I can change this manually in the BIOS or not.

My brother gets the same issue whenever he reinstalls Windows. For some reason, it does not clock back up under load. He just goes into the Power Settings and sets it to Performance. This does mean it never clocks down the CPU and you use much more electricity.
