AMD FX-8320 New Air Heatsink Needed

Afternoon all,
EDIT: Using OpenHardwareMonitor for these temp readings

Specs:
Asus Strix GTX 960 4gb OC ed.
FX8320 B.E.
GA-970A-UD3 (AM3+ socket)
Currently with a crap PSU, upgrading to a EVGA SuperNOVA 750 G2 80+ GOLD monday when it comes in.

CASE: Rosewill Blackhawk ATX mid tower. From what I hear, this case is definitely too small for standard AIO water coolers. so i think I'm really limited here and will have to stick with an air heatsink. Still using the same fans that come with the stock case.

I currently have a CM Hyper TX3 on my FX8320. I upgraded last friday from a Phenom II x4 965. Currently my CPU temps sit around 30-35C idle, and can get up to 55-58C and I've even seen a spike up to 62C before when gaming. 62C is the supposed safe temp maximum and I'd like to get it a lower without spending too much.

I've been suggested the CM Hyper 212 EVO and the Arctic Cooling Freezer 7 Rev 2.
I could afford to perhaps spend ~50$ max atm. Money is tight over holidays. Trying to get as many opinions as I can before I make a decision.
Any suggestions/Advice?

Can I install this while leaving the mobo inside the case? There was some concern over whether the 212 would fit or not. Will this H7 fit? If so, I'll try it.
