Computer lights up and fans are spinning but everything connected to it gets no power

Computer froze when I tried to exit a game and i had to force shutdown. Afterwards computer did as said in the title. I've switched the ram slots, tried each ram stick individually but nothing has worked so far. Taken out CMOS battery from mobo and put it back in after 5 mins.

Can this happen off a force shutdown? Cause I got all the parts and built the computer like a couple of days ago and it was working fine then.

Generally, when the components power up, but not any of the motherboard components. then its either not getting enough power or something failed. Does your motherboard have any diagnostic lights or indicators. Generally, when you push the Power Button, it triggers the PS to send power to the all the components. The motherboard or more importantly the CPU draws the most power and if there is insufficient power, it may not turn on, but all the other components will since they will get enough power.

It could be the CPU or the MB. but my first instinct is power.

Check the docs for all the parts, maybe there is some diagnostic mode that we are overlooking.
