If Skylake supports DDR4 1.2v, why are there so many 1.35v kits?

Intel states it supports DDR3L at 1.35v and DDR4 at 1.2v. Using anything higher could damage the CPU. Retailers are full of fast, inexpensive DDR4 kits running a 1.35v. Is this just off-the-shelf overclocking with the risks that overclocking brings with it?
