Computer boots from HDD instead of SSD

So I just built a new desktop and after getting the SSD to even work, it now only boots from the HDD(I managed to get it to boot from the SSD once by restarting but haven't been able to replicate it). I set the UEFI boot priority to SSD over HDD in the hard drive boot priority. I have tried setting Windows boot manager over SSD, just Windows boot manager with SSD disabled, and just SSD with Windows boot disabled in the boot priority. I think it might be something to do with the fact that I tested the desktop with the HDD first and the HDD has Windows 8.1 and the SSD has Windows 10. Any help? I still can't figure out what's wrong.
(Note: I'm pretty new to computer installation and don't know much)

set your boot priority to legacy, now set the SSD to the first option in all of them, make sure your SSD is connected to sata 0 and the HDD should be sata 1. when booting go to device boot priority and switch it to the SSD. You can also try booting with just the SSD connected, once booted power down. connect HDD to sata 1 or 2, Boot it up again, be sure to choose SSD as priority and Do not enable UEFI booting.
also in the BIOS turn OFF Virtulization, this is only intended when you want to use 2 different OS. Im guessing your trying to delete the windows 8.1 on the HDD and just use 10 on your SSD. if you have to you can use DISK PART to clear the partitions and set the SSD as active aswel as getting rid of the 8.1 on your hdd.
 
with windows and new mb the mb look for the boot file that are in the system restore partion. if that partion is on the hard drive and not the ssd the hard drive will always be the main boot device. you have to wipe the hard drive out and make sure windows filed are all on the ssd.

Boot your computer from the HDD, once inside the computer open command prompt as admin
DISKPART (to open the partition utility)

LIST DISK (disk number(s) will be shown)

SELECT DISK n (where n is the number of the disk - probably 0) Select the SSD

LIST PARTITION (partition number(s) will be shown)

SELECT PARTITION n (where n is the number of the Primary partition you wish to make Active)(Which should be your boot)

ACTIVE (the selected partition on the selected disk will be made Active)

EXIT (to exit DiskPart)

EXIT (to exit the Command Prompt)

Restart computer.

Yea you can just wipe the drives, put in the SSD and the WIndows disc, Boot from the disk, then use it to reformat the ssd. this will put your os on it, then just do the same with your HDD, but format your HDD in windows not with the disk.
