Upgraded my GPU, performance dropped instead of improved

First of, I am not fond of computer hardware, so I need some help here.
Specs:
OS- Windows 7 64-bit
Pentinum(R) Dual-Core CPU ES400 @ 2.70GHz
4GB RAM
AMD Radeon 6500

My previous GPU was a NVIDIA GeForce GTS 450, my PC ran CSGO way more consistently with the NVIDIA card than it did with the AMD one.

Thanks for the reply. If the CPU is the bottleneck, do you have any suggestions as to which one to buy?
As for the mobo,- kinda of a stupid question- but where can I find the name of my mobo? My ram chips are DDR2's

Nothing in your PC is ready for that monster I hate to tell you. You will have to upgrade your MOBO, CPU, (Possibly)(Most Likely) PSU, and your ram.
a whole system built to utilize it or, you can get faster ram and more of it, a better motherboard and a better CPU.

Thanks for the reply again. Do you think a CPU upgrade would enough? I'm just looking to play games like CSGO and Dota 2, nothing too demanding.

Yea a CPU upgrade would do you a huge performance boost. next I would update that ram get around 8GB. Then your ready to go

from 150-300 are the ranges for them. just use pcpartpicker and put your mobo and ram in it, then use the compatibility to find a CPU that it supports.

I can't seem to find any match on my mobo at pcpartpicker. Here is the model (asus p5kpl-am se). Do you have any suggestions on what cpu I should be getting to be able to utilize my current gpu?

I would get this CPU as it would vastly increase performance, best one I could find for you, there are 2 options
First is more expensive but MUCHHH better. second is really good, cheaper, but not the first 1.

1st suggestion that is compatible
Quad q9650
This cpu is 4x as fast and 4x better performance then the other according to benchmarks for both here

You switched from nvidia to amd. That's a huge move when it comes to drivers and can/will create all kinds of headaches if not done correctly.

I'd run that for both nvidia and AMD to dump any and all drivers, then install the latest Crimson driver set for your card.

Start with free fixes, if that fails, then move to $. A quad will help utilize the gpu capability, but with settings remaining the same, a stronger gpu should always get better performance than a weaker one, upto the limits of gpu amd/or cpu. Only reason to see performance drop would be drivers or physical issue if you bumped up settings on the gpu past what the cpu can handle.

Took check cpu usage, run the game, but monitor task manager usage. If the cpu is over 90% usage, lower game extra graphics like shadows and view distance/detail until cpu gets no higher than 80%

Just remember, some games are optimized more for brands than others, so if it rocks on nvidia, it'll not do as well on amd, and vice versa. You'll need to tinker with detail settings per game to get best performance. Using high/very high/ultra presets doesn't ways work.
