Which three of these PCs are better?

I've narrowed down my options a bit, leaving me with these:

Looking to run Sims 4 and Company of Heroes 2 on the highest settings possible.

I've heard the AMD Radeon R9 380 4GB is superior to the NVIDIA Geforce GTX 950 2 GB, but also heard the opposite.

Even heard the same about the AMD FX-8320 3.5 GHz compared to the Intel Core i5-4690 3.5 GHz.

The second one is. It's also the most expensive. You could easily max out the games you listed on the third one though. The first one has the fastest graphics card but the CPU is slower than the second.

i5 4690 will be better for gaming overall, but 8320 isn't the worst thing ever. I'd go for the R9 380 4GB though, 2GB of VRAM gets dicey at 1080p nowadays. CoH 2 doesn't take much to max really; Sims 4 same, even a GTX 880M (mobile GPU roughly equivalent to a GTX 650Ti) can hit 55+FPS maxed at 1080p http://www.notebookcheck.net/Sims-4-Benchmarked.125840.0.html.

Intel® Core™ i5-4690 Processor (6M Cache, up to 3.90 GHz)

^ Could you explain what this means? Does it automatically kick into 3.90, or do I have to manually sit that?

It will dynamically detect when it's needed and push the processor to 3.9Ghz; or you can manually enable maximum performance and keep it at 3.9Ghz 24/7.
