Will not stay shutdown.

I replace fans and battery in my PC. Now it will not stay shut down. The only way is to hold the power button for five seconds and then it will stay off. How can I fix this problem?

I once helped a lady with her desktop PC, while I was working on it I needed to restart a few times so I switched it to "restart". Fixed her problem and went home. Later that evening she called me in desperation, her computer wouldn't switch off. Needless to say I had forgotten to switch to "shutdown" (old win xp). Is that your problem?

I was running Vista on it. It is a All In One Dell PC. I had to change the two fans and replace the battery with new one. Didn't change any setting just unplugged replace parts then plugged back it this is when it started. Restored to factory but still didn't help. I have just installed Windows seven on it and it still won't shut down and stay shut down. I look into the Bios but not really sure what to do there so didn't change anything at this point. I am at a stand still not knowing what to do.
