CPU Too hot with OEM fan

hello my cpu is running very hot using the oem fan, as it is only running at 1100 rpm, how can i increase the fan speed?

First, what to you is "very hot"? It's important to know this before we can really help. I suspect that the 1100rpm speed is it's max speed.
There are ways to cool a chip without swapping the fan/heatsink. Principally it means lowering the voltage. Take manual control of the voltage and reduce it to the minimum necessary to run the current clockspeed, aka undervolt it.

50 - 56c idle and 80 - 90 in csgo, thats the temps and this cpu fan can go up to 2500 rpm but it wont go above 1200 on csgo

what do you have the fan plugged into? is it the cpu fan header on the mobo? If it is, make sure, in your bios, that the fan is set to spin up at a modest temp, something like 50degrees Celsius, all the way to 100%. What are you running for a CPU? What are you using for a TIM? I've never used a stock cooler on either an Intel or AMD chip, but if it's an intel, I know you have to get all four corners to click firmly, or you won't get a good contact on the CPU. Some of this is amateur level, I know, it's just that I can't count how many times, on this forum, that the issue is solved when the OP double checks the connections on the cooler.

i am using an intel i7 4790k if i push ny harder on the pins it bends the motherboard so im sure it is touching i plugged it into cpufan1 on my motherboard

Sounds like you have the cooler set up right. Next task is the fan profile in the bios. What brand of mobo you using?
4790k is a hot chip, when using the stock cooler. I agree with you btw, on the temps, those are warm. My chip runs idle at 20-30 degrees depending on room temp(and sometimes lower when it's really cold). I'm not going to kid you, that cooler is barely adequate for that chip. Save some money and look at a much beefier cooler, but until then, I'd suggest undervolting it, or even lowering the clock speeds.
Make sure you keep the voltage under 1.2volts when you start tinkering with it. The lower the better for temp purposes. I once had my old cpu(xeon 1230v3) running at less than 1.0volt and it ran pretty cool as a result.

i have a hyper evo 212 but i cba to take my motherboard out to put the backplate on so i have ordered this one http://www.scan.co.uk/products/evga-mini-itx-acx-cpu-cooler-inc-4x-6mm-heatpipes-with-92mm-cooling-pwm-fan-for-intel-1150-1151-1155 it should be able to do the job right

Good, you have an MSI board, they're the best for setting up the fans. I have a several mobos, and Gigabyte's while nice boards, have terrible fan controls. When you're in the bios. The menu you want is on the right side of the screen. I'm going to have to reboot, to find which one. I have an MSI x87 board in this system, almost identical bios setup. Give me a few minutes.

Menu for fan control is the middle one on the right. Click on your cpu fan option and tinker with the profile. Based on your temps, if you have the fan setup to run at 100% at 50degrees c. It will run at 100% all the time. It will be audible, but it will cool better.

I usually plug my fans directly to the power supply aka 100% speed. It might be louder, but it runs much cooler. I'm using a OEM on a i5. max is only 60 Celsius.

Hardware monitor menu. You'll want to focus on the cpu fan options. On the right side of the screen is the what allows you to switch between the different fan headers. Make the one selected is the cpu fan 1. On the bottum of the screen is the profile control. You'll see an option for target temp. Make sure it's clicked. To the right of this is the fan speed control. Make sure the max is set to 100%, the min isn't going to matter for you. At this point, right above is profile control. You'll see the min set to some temp(could be 60 or anything from 0 to 100). Where you set the min isn't that important. It would be if you had the temps under control. You'll see the max power setting at a higher temp. Slide the max speed setting to 50degrees. This will ensure that you have the cpu fan running full blast once the cpu temp reaches 50 degrees.
When you're in this menu, the mobo will tell you your current cpu temp. Make sure it's not something dramatically different from your idle temp. If it's in the 20s or 30s, then your temp monitoring program may be an issue(it might be an issue anyways). Try using core temp 1.0 as well, to backstop your other program. There's others as well, CPUID HWMonitor etc. etc.

On the right side, the middle menu is what you want. Hardware monitor.

Make sure the current fan header that you're going to modify is the cpu 1
If you click on the space to the left of cpu 2 or any of the other options, you'll switch to control of that option.

Set the min and max here. The min fan speed on the right is not that important, but the max is. Set that to 100.
Next, drag the sliders on the max over to 50 or 55. Set the min temp to what ever you wish.

I stress with this page, not to worry about individual stuff on my system, say my fan speeds or radiator pump speed. I've had to jerry rig my fan control somewhat(putting certain fans on different headers to keep control of noise).
The important stuff, is get the max fan speed to 100 at a temp that will help cool your system.

Next issue is voltage on the cpu and turbo speeds. Both will help a great deal in temps.
