Random FPS drop while gaming

Hello, I have been encountering this issue lately (8 months more or less) where I get random fps drops while gaming. I dont think its a gpu issue since for instance I reinstalled tf2 a week ago and my old cfg was still running (before I upgraded my gpu to a gtx 960, I had a real crappy one) this cfg changed all video settigns to the lowest of the lowest, and to my amusement, I am getting fps drops even with this settings. Here's what tf2 looks like with the cfg I use, so you guys can have an idea of how bad and low demanding the graphics are.
I installed msi Afertburner and I noticed my cpu cores temp while gaming was pretty high, reaching 83 degrees celsius while im gaming. Also the graphs show peaks while this fps drops occur, which leads me to think this could be the source of the problem.

Motherboard: AsRock H61M-DGS CPU: Intel core i7-2600 @ 3.40 Ghz RAM: 8,00 gb GPU: Nvidia EVGA gtx 960 OS: Windows 7 64 bits PSU: thermaltake tr2 500w
Are the high temps of my cpu the cause of such drops? I normally have 60 fps in games like Battlefront for example but I'm constantly getting this drops and its driving crazy. Thanks in advance.
PS: It usually occurs when a lot of stuff happens in the game, like an overload of particles or certain maps that have a lot of vegetation.
