game stuttering/waves/texture rendering/ frame skipping and freezing issues... maybe not gpu gtx 970 new

Basically, this might be a bit long but I'd rather be detailed and get more helpful advice since i need it badly... so here go's. My pc was water damaged a couple months ago. I took it to a repair shop, the said corrosion killed the gpu mobo, psu, and ram sticks. They replaced all components. I got it back " fixed" but in reality . its been nothing but issues since that point. As i said in the title, atm my issue is in games and benchmarks. I have frame skipping, and micro stuttering, and weird rendering issues with the textures. examples are the far out landscapes and buildings flashing lighting, blurry textures, "dancing" shadows and ragged edged shadows flickering on surfaces. AS well as strange " waves" Its strangely much more prominent with anything in motion then still things. like trees, or when my character/camera moves in game or benchmarks like heaven or valley with grass and the floor and such. When they replaced the stuff they did not bother to clone or re-install windows it just happened to work going from a gigabyte z87 to the asus z 97 ar they put into the new build. So, i replaced the hdd, and while i was at it i echanged the evga ssc 970 for a evga sc with acx 2.0. Just in case it was the gpu itself... i freshly installed windows on the ssd , an samsung 850 evo i bought with on sale for black friday today actually with the price difference of the gpu. .. so everything is updated and freshly installed . Windows itself is running better on the ssd and snappier with new install . But the problem with the games and rendering and such is exactly the same with the new card i got. I have also reverted to old nvidia drivers, then used ddu to completely uninstall them and use old ones, I have monitored the temps for the cpu and cpu usage in bechmarks, as well as the gpu temps and usage . Everything LOOKS normal at least. However, i noticed when running games or bechmarks that the pc is heating up quite a bit and expelling a lot of hot air . More so then usual. I went into bios and checked the new psu's voltages, everything looked completely fine. The only thing i noticed was the ram voltage was variating quite quickly. But im not sure if that's normal or not. My system specs at the current moment are as follows;

new gtx 970 sc acx 2.0 cooling
i5 4690k clocked at 3.4 ghz
new ram is 8 gb Ballistix ram kit DDR3 - 1600 4x2
new mobo is asus 97 ar
new psu is cx 750 m
new ssd is Samsung 850 evo
the disk drive that was in the case previously. Im not sure the exact model but its an LG read write bluedisk
just two standard case fans one pulling in from the bottom and one pushing out from the top back of case.
montior is an asus black VG248QE 144hz 1 ms (gtg)
corsair gaming mouse and just a logitech k120 keyboard

oh, and i also updated the bios form the asus website bios today as well with no different results.

Besides that, the only other issue i can think of is noise... low to high pitched squealing noises coming from the pc. when running intensive games or bechmarks, and a hissing noise when i close them for a few seconds. It also did the same when i used windows experience test, starting low pitched and getting to higher and higher in each consecutive test ... I'm kinda in over my head at this point , not sure where to go from here. The only other thing i can think of to do is going to microcenter tomm. Since the psu and ram is still under the 30 day exchange warrenty timeframe and getting replacements of the same. But, as far as the mobo is concenered thats over my head as far as replacing it . ... and that about sums up my issues . Apologize how large the post is and the reading involved. Just wanted to be as thorough as possible in order to increase my chances of getting any helpful advice. and thanks in advanced for any replies.
edit; The disk reader does seem to be acting up ... spinning up and failing to spin up and stopping and stuff. Not sure if that's relevant or if that could affect my issue.

If anyone has had similar issues or even a guess as to what it could be I would appreciate it

Bump ? Not sure if it will be tolerated but I'm in great need of help.... Also an update. I winded up replacing the 970 with an g1 gaming 980 and the i5 with an i7 4790 k. Bought a new case while I was at it and recently got everything installed and running... Same exact issue . So really the mobo the ram and the psu are what's left to look at I suppose.

Thanks for being the first one to at try and come up with an answer ...but no, I have done this before but checked the hardware and the wiring and everything is in place correctly
