Intel CPU's are powerful and don't benefit a lot from overclocking. Hobbyists and tinkerers do it to see how far they can push their hardware, and AMD cpu owners have some need to overclock because core performance is not so great on those cpu's. For video editing, more cores may be beneficial to you so an i7 or Xeon, both with hyperthreading, can make your editing go faster. The i5 can do the job but it will be somewhat slower.

You do not need a $700 monitor on a $1400 budget, that is just completely ridiculous. You can get a much better rig if you're willing to compromise on the monitor. I saw Newegg had specials on 4K for like $300 right now.
