cpu idle at 47c and up to 100c under 100%load on stock speed ?

after having temp issues when overclocking on my post few month ago,i realized that even on stock speed my cpu have a high temp,spec on signature,but its running on stock now no OC

cooler installed properly,NT-H1 thermal grease,pea size,spreaded by pressure of the cooler itself

No modern CPU should run at 100C under load. It will die. A GPU can handle that much sometimes, but I wouldn't be happy with anything over 90C on a GPU either. Your processor has very inadequate cooling, or wayyyy too much voltage. Do you have case fans? Ambient temperatures inside the case can rise and overheat everything. Case fans are as important as a CPU cooler. The only way to be certain it is running stock speeds and normal voltage is to clear your CMOS. Your manual should tell you how to do this, but start by unplugging your power supply. If you can't find the button/jumper to clear your CMOS then unplug your system and remove the battery for 20 seconds.

I have to ask, what CPU are you using and what cooler? Some CPU coolers are only rated for say - 65w CPUs while a lot of CPUs are rated at 125w.

It's possible you have a faulty temp sensor if you're sure your voltages are correct. Did you clear your CMOS just to be sure? Resetting it back to original may not have saved. I say again, the only way to be sure is to clear CMOS.

That cooler is more than sufficient too. Eliminated that as a possibility unless the fan isn't working properly, but even then I would think that on stock settings with decent air movement through your case it would stay cooler than that. Almost seems though as if it's not getting enough air or inproperly seated on the CPU.

Double and triple check your fans. Is it plugged into the right header on your motherboard? Make sure that it's connected to the CPU header and not a system fan header.

It almost seems as if your CPU cooler is somehow not seated evenly on your CPU too. I've had irregular temps due to lack of contact before. Did you just install it? It's possible you configured it improperly and the pressure is lacking or something - without a bit of pressure it won't make close contact to the CPU heatspreader and thereby not getting full transference through the pea you placed on it. It's possible it didn't squash it down the whole way. I would try removing and reinstalling the CPU cooler while checking through the installation guide again.

Also, what program are you using to check temps? What does your motherboard UEFI state your idle CPU temp is (if it has this feature which I'm guessing it does). BIOS is up to date? You don't seem like a noob but thought I'd ask anyway.

i have tried reinstall it like 8 times,but just to be sure ill try it again

Photos? You don't have any clear plastic tape on the bottom of the cooler do you? That would insulate it and render it unable to transfer thermal energy. You'd be surprised at how many people forget to remove it or don't see it.

Not all cooler tape has text, some is clear and tough to see, even cut the same dimensions as the bottom of the cooler.

It looks like your cooler is not the issue, the compound seems to have spread evenly. If your BIOS is up to date and you've tried using multiple programs to read temps then either your motherboard is supplying too much voltage due to bad regulators perhaps, or your sensor is bad. It is still possible that your heatsink is lacking liquid in the pipes too. Maybe there was a manufacturing error, I'm not sure they test them after they make them if it appears to have no leakage. It's possible they didn't fill them with liquid by accident before they sealed it. I'm reaching here, but just trying to think of any possible reason for such high temps since you seem to have been fiddling with it for awhile. I'm sure it's frustrating.

The fans were spinning before you removed them? Your system runs without a fan connected to the CPU header?

My Core i5 is idling around 34C. I have a fairly big cooler on it with a nice big fan and decent case airflow though. 48C seems high even with no fans, just because you're using such a massive heatsink. Do you have positive pressure in your case from your system fans?

The direction/number of/size/speed of fans you have can make a difference in ambient temps. I can't imagine though that even with just one fan your temps would idle that high. That's just a big chunk of heatsink. It could almost be passive.

Most reseller's only give you 30 days. Same works with any box store generally. I'd contact the manufacturer, but first I'd test it out on another system. Compare it to a stock cooler and if the temps are higher or at least similar you know there's likely an issue with it.
