Help with a budget gaming rig

Okay so I've put together a couple gaming rigs and some 300 dollar budget pcs... But this is the tightest budget at $600 that I've had to to work with for a full fledged gaming rig.

Plus it's been a little while and the tech is all new to me, so a little help would be greatly appreciated here. I have the following questions:

1. The budget is set by a couple I know who are looking to get their teenager a gaming rig. They had him list off about a dozen games or so, the most intensive one being the new call of duty game. The rest were a pretty good chunk under that in terms of requirements. So I figured I'd shoot for a PC that can run the new cod on low to medium settings... Does that sound about right? And is this viable on 600 or should I try and coax them into a slightly higher budget?

2. I've heard about these new steam machines. Are they a viable choice? Maybe a custom built one? Or should I stick with the traditional desktop route for a gaming rig?

3. Is the new cpu tech worth getting or will the motherboards and ram to match set me back too far in budget? Can the last gen still manage to meet expectations at a decent price?

4. All in all, I can nail down most of the parts but the cpu/gpu combo I'm very unsure about with all the new options. Is there a clear-cut best bang for the buck unit out there for either slot? If there's anything well known for being a good deal this gen I'd love to hear about it word of mouth.

Those are the main things I'm worried about right now. But any other tips would be welcome.
