as above but you may want to Keep all the program folders.
Steam, origin, uplay, glyph... (Anything that uses an installer app) - games will almost all work without needing to be reinstalled. Just reinstall the installer app and add the games location to the app's library.

Also, the location of the USERS Folder varies with OS, so dont delete windows if its in there until. You will have to delete everything else in the windows folder instead.

edit - to make some more room, go thru your downloads and delete anything you dont need there too. It usually kept in your users folder unless you changed it.

Your applications will have to be reinstalled anyway.
For other stuff...before you do anything...
Create a top level folder on the HDD. Call it MyStuff. Maybe give it a couple of subfolders for Doc/Music/etc.
Copy any files you wish to keep - files, not applications - out to that folder.
YOu can do the same with Steam games. Copy the SteamApps folder to elsewhere.

After...you can then kill off the Windows folder, and anything else the old OS might use.

But personally, I prefer wiping that entire drive in Disk Management, and then copying things back.
