best $250 to $300 video card

Been out of the video card loop since buying my Sapphire 6950 2gb years ago. Would upgrading to a card in that range offer significant improvement? My PSU is a SeaSonic X Series X650 Gold. Would you advise waiting a month or two for price drops or new cards, or can a purchase right now future proof me?

I also have a dual monitor setup, but plan on upgrading my monitors. (I'm leaning towards widescreen IPS...i don't play shooters at the moment but if I do in the future, I doubt the ghosting or whatever would botther me)

I tend to value temperature and noise more than performance, but I'm hoping you guys can recommend the total package!

Probably an R9 390 unless you can get the GTX 970 cheaper. Your PSU will easily handle both. The 970 will draw less power, may be quieter and generate less heat.
